Does my iOS app need a privacy policy?
Yes: every iOS and macOS app needs a Privacy Policy URL in App Store Connect, even if it collects nothing. What guideline 5.1.1(i) says it must cover, and how it differs from App Privacy answers and the privacy manifest.
