What's the actual difference between a reading tracker and a book collection manager?

A reading tracker is primarily about progress and pace (pages read, reading streaks, when you finished a book). A collection manager is primarily about inventory (what you own, where it is, avoiding duplicate purchases) — status tracking is often a secondary feature on top of that. Many apps blend both, but the core design center differs.

Is ISBN barcode scanning worth it over manual entry?

For a handful of books, manual entry is fine. For cataloging an existing shelf of dozens or hundreds of books, barcode scanning is dramatically faster — scan the spine, get title/author/cover pulled automatically, versus typing each one out.

Do I need cloud sync to track my book collection reliably?

Only if you're accessing the same library from multiple devices and want changes to reflect everywhere. For a single-device, personal catalog, local storage avoids the tradeoffs of an account system (signup friction, a company holding your reading data) without losing any actual functionality.
