About this app

The developer's US App Store description, in full.

No signal? No problem. Chat with people nearby—completely offline. Offline Chat lets you text anyone close by using Bluetooth, with no WiFi, cellular data, or internet required. Just send a connection request to someone nearby, and once they accept, you can start chatting instantly. End any conversation whenever you want, or decline requests you don't want to take. Your chats are stored locally on your device, so you can always look back on past conversations—and nothing ever touches a server. Wherever you are, if someone nearby has the app, you can talk. Simple, private, and always available.
